Context

We should add a bare minimum template that can be used to start creating a template within the template editor from scratch.

Currently, our template editor requires a valid template build to edit and iterate over to customize it. We need a bare minimum template to be used as a starting point.

It could have the Coder provider with acoder_agent and anull_resource block.
