#10339 introduces an Agent API version

Update the AgentVersion to include 3 states as follows, taking the first condition that matches.

1. If the Agent's API Version is 1 or more major versions behind the Server's latest Agent API Version, displayDeprecated
2. If the Agent's Product Version is behind the Server's Product Version, displayOutdated
3. Otherwise, displayUpdated

Deprecated version can share more or less the same tooltip asOutdated does today
