I am looking to enable the following user stories:

• US1: As an admin of template X, I want to ensure that each user with access to template X can only launch N workspaces from that template (maximum per user limit)
• US2: As an admin of template X, I want to ensure the total number of workspaces launched from template X does not exceed N (maximum total limit across users)

The use case here would be for fixed / reserved capacity reservations. I would like to ensure that users aren't consuming more than they should and I'd also like to ensure that we don't attempt to launch workspaces into capacity that won't support it.

The current resource quota system does not easily support these requirements.

Some ideas:

1. Create a different type of template level quota that has a simplemax total workspaces andmax total workspaces per user at the template level. The current budget/allowance based quota could be considered global and would apply after the template level quota
2. Perhaps use different "currencies" for the budget/allowance based quotas. Feels more complex than simply allowing maximum values at the template level in my opinion
3. Create Resource Quota resources as independent resources that can be linked to templates. Then you could have quotas for max-workspace-per-user and max-total-workspaces that apply across templates, but are scoped to the Resource Quota
