For an initial Coder Desktop for Linux implementation, we would need to:

1. Implement a system service component for Linux:
   • This could be in Go and included in the binary
   • We could also potentially repurpose the WindowsCoder.Desktop.Vpn.Service package if we changed it to dotnet core and tweaked it a bit.
2. Implement a CLI tool to manage the VPN
   • Ideally it would work on Windows and Mac as well

Eventually we'd like to also add a tray icon/UI but given that Tailscale doesn't have a UI on Linux I think it's fine for now.
