This is preliminary work to implement library dependencies.

  • updated semver library to handle version constraints
  • json parsing
  • added tests for library index parser
  • added GRPC callLibraryResolveDependencies and implementation
  • CLI commands implementation forinstall andupgrade

This PR leverages thego.bug.st/relaxed-semver module

This is the first related PRbugst/relaxed-semver#3

This is the state of the art of theresolver file at the time of merging, after a couple of bugfixes
