If we go forward with this change , you should include the chinese version on the docs.
The flink docs are per Flink release; I think it is more appropriate to put this sort of information on the Flink wiki rather than in the docs.

What is the purpose of the change
This pull request adds a new documentation page that provides a practical guide for compiling multiple Flink releases on Windows, including older versions that require specific Java versions or build configurations.
