On December 2, 2013 I saw this flag onRCN news channel where they interview the current Attorney General. Theflag is on the right, a white horizontal background with a yellow/blue logo in the middle. I can't identify this flag and my best guess is that it may be the flag of the General Auditorship of the Republic, but when one looks closer to the logo, there are some differences which does not allow to conclude that the spotted flag is the same as de General Auditorship of the Republic.

There are currently a total of 57 Chambers of Commerce in Colombia, gathered in an organization called CONFECAMARAS (Confederación Colombiana de Cámaras de Comercio, Colombian Confederation of Chambers of Commerce). Their official website is at www.confecamaras.org.co.
Each Chamber of Commerce has its own official flag (following tothe pattern of the Cámara de Comercio de Bogotá flag above) andits standard is individual according to the regulation by eachChamber of Commerce. The Comisión Colombiana del Océano (Oceanic Colombian Commission) is a government agency in charge of the Oceanographic Policy of the country as well as its scientific and technical derivative study areas, with the purpose of integrating the national maritime community into the international cooperation programs of this field. The CCO was created by Decre No. 763 of 1969.

This Colombian governmental flag is very similar to the flagof theProcuraduría General de la Nación. Ithas the same ratio, and same white background. This governmentorganization is in charge of keeping accounting records ascontrol over public expenditures. The main building for thisgovernment organization is located in Bogota, but it has branchoffices in all the 32 Departments and also in the main cities.

The CGN (Contaduría General de la Nación) (Nation's General Accounting) purpose is to improve the quality of accounting information, having products and services to enhance better finance management for the administrative authorities, modernizing the processes of gathering data, also incorporating international fiscal standards fro transparency pruposes and promoting participation of all economic actors.

The CGN has its roots in the first political Consitution of Colombia, in 1821, which created the Secretaría de Hacienda (Secretary of Treasury), today the Ministry of Finance), and particularly by the Law of October 8, 821, which established the functions of the Contaduría General de Hacienda (Treasury's General Accounting) and ended in the more proper Law 36 of 1918 which reorganized the Corte de Cuentas (Accounts Court) and set the rules for the demise of both organizations.

The CNE is in charge of all matters related to the electionprocess in Colombia.I just saw on RCN tv news the flag of the CNE (Consejo NacionalElectoral, National Election Council). The flag is the CNE logoon the middle surrounded by a green circular fringe, on a whiterectangular background.

On February 20, 2020, DIAN announced a restructuring process which had been going on for 18 months already, in an effort to modernize not only the entity itself (IT, approach to taxpayers, legitimacy and accountability) but also its institutional image, in which they also unveiled their new logo (which in turn would be applied to its new flag). They also had apublic tv ad which was aired to in June 2020 to show the new logo version. In turn, the new logotype was officially adopted through Resolución No. 83, August 4, 2020 in which a new "Manual Corporativo de Marca" (Brand Corporate Manual) is officially adopted (https://www.dian.gov.co/normatividad). The new trademark received official registration from the SIC through Resolución No. 12784, April 2, 2020. The previous visual identity guidelines were adopted through Resolución No. 4167, May 24, 2013 (https://www.dian.gov.co) called "Manual de Identidad Visual Institucional de la Dirección deImpuestos y Aduanas Nacionales DIAN" (Institutional Visual Identity Manual of the Directorate of National Taxes and Customs DIAN). The previous flag is derived fromthe previous logo, adopted through Resolución No. 6450, February 20, 2012 in which the corporate image manual was adopted, formally labeled as "Manual de identidad visual institucional" (Institutional visual
identity manual).

The DIAN has thecategory of a Unidad Administrativa Especial (SpecialAdministrative Unit), same status asAeorcivil.The DIAN was formed by the merger of the DAN (Dirección deAduanas Nacionales, National Tariffs Directorate) and the DIN(Dirección de Impuestos Nacionales, National Taxes Directorate),on June 1, 1993, when Decree No. 2117 of 1992 entered into force. The DGPAD (Dirección General de Prevención y Atención de Desastres) (General Directorate of Prevention and Attention of Disasters) evolvedfrom theDPAD (Dirección de Prevención y Atención de Desastres) (DisasterPrevention and Attention Directorate) which was established by DecreeNo. 919 of 1989. Its predecessor was the ONPAD (Oficina Nacional parala Prevención y Atención de Desastres) (National Office for thePrevention and Attention of Disasters) which in turn was establishedby Decree No. 46 of 1988.
The main background for this organization, were the three ratherconsecutive disasters the country suffered: Tsunami in Tumaco (1979), and earthquake in Popayán (1983) and themudslide of the Armero Volcano (1985)
Thus by Decree No. 46 of 1988 theSINPAD (Sistema Nacional para laPrevención y Atención de Desastres) (National System for thePrevention and Attention of Disasters)was created, as an integrated framework of cooperation betweenNational, Regional andLocal committies that work toghether in order to face any disastersituation.
At the beggining, the ONPAD was an organization under theMinistry ofInterior), and later itwas declared UAE (Unidad Administrativa Especial) (SpecialAdministrative Unit), like theAerocivil, thus being called theUAEPAD (Unidad Administrativa Especial para la Prevención y Atenciónde Desastres), by Decree No. 0372 of February 26, 1996. Then by DecreeNo. 2546 of December 23, 1999 it is changed into its current name,DGPAD.

INPEC stands for "Instituto Nacional Penitenciario yCarcelario". It changed its name on5th of November, 2004.However the abbreviation still stands even though the namechanged because people are more familiar with it.
It is not a police force. They are allowed to wear uniforms, useweapons and have custody of all prisons but they are not anorganizational part of the Colombian Police, they are under thethe Minister of Interior and Justice.

The EPN (Escuela Penitenciaria Nacional "Enriqe Low Murtra", "Enrique Low Murtra" National Prison School ), is Colombia's formation institution for all the personnel in charge of custody in penitenciaries around the country, mainly employed by theINPEC. It was established by Decree No. 1817 of July 17, 1964.

The EPN was established by "Decreto Ley 1817 del 17 de Julio de 1964" (English: Decree Law 1817 of July 17, 1964),in which the National Penitentiary School was projected, as established in Article 93 and inaugurated on March 1, 1965. It received the denominationin memoriam of Enrique Low Murtra, on June 28, 1966.

On March 10 anews broadcast by local news channel RCN showed the flag of the DNE (Dirección Nacional de Estupefacientes) (Narcotics National Directorate).
The DNE was established as a UAE (Unidad Administrativa Especial) (Special Administrative Unit) on February 27, 1990, as an organization serving theMinistry of Justice.
