According to P. Lux-Wurm (Les drapeaux de l'Islam[lux01]), the meaning of the colours of the flag was defined by the nationalist leader Ali Bey Hussein Zade as follows:
- Blue represents the aspiration to Turkization;
- Green represents the aspiration to Islamization;
- Red represents the aspiration to modernization and progress, following the European example.

According toDorling-Kindersley Pocket Book[rya97], the eight-pointed starstands for the eight Turkic peoples of the world, classified asAzeris, Ottomans, Jagatais, Tatars, Kipchaks, Seljuks and Turkomans (only seven!).
This classification dates from pre Soviet times. As can bedetermined after some "Turanist" (pan-Turkic) andethno-linguistic sources, the correspondence is as follows:
- Azeris: Azeris (aka Azerbaidjanis);
- Ottomans: Turkish "proper" (aka Anatolians);
- Jagatais (aka Chagatai): Turkmens;
- Tatars: Tatars;
- Kipchaks: Kazakhs and Kirghiz;
- Seljuks (aka Salchuq): Azeris and kin living inIran;
- Turkomans: Turkmenians.
This clustering and classification are traditional (theeight-pointed star was already shown on the Azeri flag in1918 and was probably created much earlier) and do not follow any modern linguisticalor anthropological classification of Turkic peoples.

Specifications on the colors

There is new law on Azeri state flag issued on 02 November 2018 (https://e-qanun.az/framework/40675), which defines the color shades in Pantone system: blue: Pantone 306C, Pantone red 032C, and green Pantone 362C.

This page (https://meclis.gov.az/news-az.php?id=2&lang=az) gives a correct flag image and a table of colors in many color systems (https://meclis.gov.az/main/bayraq-rengler.png).

The Album des Pavillons 2023 already specifies the colors of the flags in three color
systems.

Legal prescriptions of the national symbols of Azerbaijan (1995-2018)

The Constitution of the Republic of Azerbaijan, adopted on 12 November 1995, says:

Article 23.Azerbaijan State Symbols.
1. The State symbols of the Azerbaijan Republic shall be: the Azerbaijan Republic Flag, the Azerbaijan Republic Emblem, the Azerbaijan Republic National Anthem.
2. The Flag of the Azerbaijan Republic shall consist of three wide stripes. The upper stripe shall be of blue colour, the middle stripe shall be red and the lower one shall be green. There shall be a white crescent and eight-pointed star in the middle of the red stripe on both sides of the Flag. The ratio of the width to the length shall be 1 by 2.
3. The design of the Azerbaijan Republic Flag and the Azerbaijan Republic State Emblem, the music and the text of the Azerbaijan Republic National Anthem shall be defined by the Constitutional Law.

The Parliament of the Republic of Azerbaijan has adopted during the first week of June, in third and last reading, a newLaw "On the rules for using the state flag", announced the Parliament Press Office to the Interfax-Azerbaijan agency.
In the text of law are prescribed the places and institutions where thestate flag of Azerbaijan can be put. Moreover are detailed the objectswhere can be drawn the picture of the state flag. The law prescribes theuse of the state flag and the procedure in case of violation or ofinsult to the legislation of Azerbaijan.[]

Section 9.2. of the law obviously deals with colour specifications. Pantone blue 313c, red 185c and green 3405c are mentioned.

The protocol manual for the London 2012 Olympics (Flags and Anthems Manual London 2012[loc12]) provides recommendations for national flag designs. Each NOC was sent an image of the flag, including the PMS shades, for their approval by LOCOG. Once this was obtained, LOCOG produced a 60 x 90 cm version of the flag for further approval. So, while these specs may not be the official, government, version of each flag, they are certainly what the NOC believed the flag to be.
For Azerbaijan, PMS 313 blue, 185 red, 3405 green (as officialy prescribed). The vertical version is simply the flag turned through 90 degrees clockwise.

Azerbaijan state standard

There is a state standard, similar to what we found for Armenia, for the Azeri national flag. The information about the standard can be found athttps://www.azernews.az/nation/217071.html and the full title is "AZS 001-2023 �Azərbaycan Respublikasının D�vlət Bayrağı. Texniki şərtlər�" (State Flag of the Republic of Azerbaijan. Specifications). The document is not available online as of now, due the webshop of the Azerbaijan Standardization Institute" (AZSTAND) is under construction.

The star, also seen in the flag, has the same meaning, the eightdifferent branches of the Turkish people. This eight-pointed whitestar fimbriated in gold, is superimposed on three circles: the innerone is green, the middle one is red, and the outer one is blue. Thosecolors match the flag colours.
Between each star point and over the blue circle, there is onesmaller eight-pointed white star, fimbriated in gold too.
Inside the main central star there is a fire. According to anetymological dictionary by Guido Gómez Silva (published by theFondo de Cultura Económica), this fire recalls the nameof the country, "Land of Fire" or "Land of the Fire". Thefire also symbolizes freedom.
The shield stands on a oak leaves and wheat ears.

Pantone colors were assigned to the various elements by a Law promulgated in 2018 (text. The national flag elements (the ring around the flame) use 032 C for red, 306 C for blue, and 362 C for green). For the red flame, it is also 032 C; oak leaves and twigs are 7729C, the ears and stems of wheat are 7548C and the golden ring, the eight-pointed star outline, shield buttons, andacorns that are in the oak are 111C.
