Unrest in Enbarr is the ninth chapter ofFire Emblem Warriors: Three Hopes on the Scarlet Blaze route and the final chapter of Part I. The chapter consists of a single main mission.
Plot

Edelgard pulls the Imperial forces back to Enbarr. In the capital,Hubert approachesShez and cautions them thatthose who slither in the dark are still at large and may try to recruit them. Afterwards, a moment of reprieve between Shez, Edelgard, andMonica is interrupted when assassins led byShamir andCatherine infiltrate the palace and attack Edelgard. Shez blocks Shamir's attack against Edelgard, and the Imperial forces drive off the assassins. In the aftermath, Hubert informsFerdinand that the formerDuke Aegir has escaped from custody and vanished. He and Edelgard discuss the Church's possession of Imperial secrets dating back to the founding of the Empire, then call Shez in to apologize. Hubert and Edelgard admit that they suspected Shez of being a mole for those who slither in the dark and promoted Shez as a way of keeping an eye on them, but that their actions in stopping the assassination have convinced them of their loyalty. The war betweenAdrestia,Faerghus, andLeicester peters out into a tense stalemate.

Although they are not playable in this chapter,Edelgard andHubert retain theirlevel,class,inventories, and stats from their playable incarnations - as Edelgard's death is a Game Over condition, make sure to give her proper equipment for this mission. As this chapter does not include any side missions or survey spots, you will not get access to any additionalStrategy Resources, so spend the ones you do have wisely.Rescue makes for a solid choice, especially if your Edelgard is not trained enough to withstand attacks fromCatherine. RecruitingShamir will allow you to finish the chapter early and thus reduce the amount of time you take, in addition to giving you access to her as a playable unit and to twoparalogues (though both of them become unavailable should you choose not to recruitByleth andJeralt in the following chapter). As for the mission itself, try to stick as closely as possible to the mission's objectives, and send out units to take care of the side missions to prevent further reinforcements.
