Shura (Japanese:アシュラAsyura) is a character inFire Emblem Fates. TheHoshidan-born leader of aNohrian band of thieves, having formerly lived in the now-ruined Duchy ofKohga and formerly served royalty, Shura keeps low by disguising himself as a common crook.
Biography
Birthright
Corrin and the Hoshidians have arrived in Windmire, the seemingly-barren capital of Nohr, and find themselves having to deal with a band of local ruffians, led by Shura, who tells them that the group is in the bad part of town and shouldn't be walking the streets by themselves less they run into some bad characters. As Corrin starts to deduce that Shura is referring to himself as one of the bad characters, Takumi states that the group is surrounded yet their opponents don't appear to be Nohrian soldiers. Shura states that things can go easy, and asks Corrin's army to hand over all their valuables including Corrin's Yato, to which Corrin states that they have no choice but to fight Shura's army.
After being defeated, Shura is surrounded by the Hoshidians. Shura demands they simply kill him if they plan to tie him up. Azura asks to speak with Shura, deducing that he may know about the secret passageway to Castle Krakenburg, surprising Ryoma. Azura reveals that, back when she was stolen away from Nohr, her captors did so from a secret tunnel leading from the castle, made long ago for the purpose of infiltrating the castle unseen and that Garon and the Nohrian royals know nothing about it; Azura deduce that, if the tunnel is still there, it would benefit the group greatly, then asks Shura if he knows about the tunnel, to which Shura states that he knows but will only talk if well compensated, prompting Ryoma to reveal that he'll give Shura gold on his honor as the high prince, surprising Shura and prompting Ryoma to properly introduce himself. Shura asks Ryoma to accept his apology and that he had no idea who he has and introduces himself as a ninja of Kohga, a land that now exists only in memory, prompting Ryoma to state that he hasn't heard that name in many years. Shura proceed to reveal Kohga as a kingdom that had bordered Mokushu and known for its ninja dojos until it was conquered by Mokushu, slaughtering most of its people and the rest forced to flee. Shura reveals that he was denied entry into Hoshido as a refugee, thus he came to Nohr to live as a thief while searching for others like him and trying to stay afloat. Ryoma apologizes to Shura for the troubles Hoshido caused him and vows to help him reclaim his homeland once the war ends, on the condition that Shura fights alongside them to help make the world a better place, to which Shura states his approval, and shows them the tunnel to Castle Krakenburg.
Conquest
While the Nohrians are at sea en route, the army's ship falls prey to what the army believes to be Hoshidan ninja out to plunder their gold, tasking the army to attempt to defend their gold stash, who is revealed to be Shura. Xander states that Shura is a Nohrian pirate that leads his men just like ninja, then states he must be stopped.
Once the battle ends, Xander tells Shura that the battle is over and asks him to surrender quickly if he knows what's good for him, to which Shura asks what Xander will do next, stating he'd rather live than die. Shura reveals he was one of the people responsible for kidnapping Azura away years back, revealing that he was commissioned by Yukimura and led him through the secret tunnel leading into Castle Krakenberg. Azura asks how a Nohrian could perform that task, to which Shura states he's not a Nohrian, he's actually a ninja from Kohga, a land that now exists only in memory, and states that his clan served Hoshidan royalty long ago and feels he can avenge hs clan's loss; Shura states that he could help take out the Mokushu should war break out and states that Yukimura may have never realized that he enlisted the help of a ninja from the Kohga. Azura states that she learned of the destruction of the Kohga by the Mokushu and asks Shura if that's how he became a thief; Shura states that he was chased from home once the Kohga fell and separated from the other survivors, and chose to steal rather than die, eventually carvng himself a life in Nohr as a pirate, and now wishes to return to Hoshido to exact revenge. At this point, Corrin must decide to whether kill Shura or spare him.
If Corrin chooses to kill him, he is shocked by this, but accepts his fate nonetheless and he won't join the army. If Corrin chooses not to kill Shura, Corrin decides they know in their heart that they can trust him and allows him to join their cause, to which Shura thanks Corrin. Corrin states that Shura's been through a lot and is overdue for some mercy, but states that if he places even one toe out of line, they will personally kill Shura, vowing that nobody will endanger their family, to which Shura vows he will never betray Corrin's kindness. Shura stays with Corrin's army throughout the war and helps settle the age-old conflict between Hoshido and Nohr.
Revelation
Shura arrives at the Sevenfold Sanctuary, seeming to seek audience with the Rainbow Sage so that he can receive the strength to rebuild his nation. Corrin meets up with him, and surmises that he is a thief looking to steal from the sanctuary. Shura denies this, stating that he wants the Sage's gift of strength to defeat Kotaro, daimyo of Mokushu, as revenge for destroying his homeland. Corrin tells him that they already defeated Kotaro prior. Surprised by this, he thanks Corrin for getting his revenge and recognizes Corrin as the kidnapped Hoshidan prince/princess, and agrees to help them on their quest.

Analysis

Shura is a prepromotedAdventurer that varies on the different routes. OnBirthright, he comes at level 10 starting in Chapter 23. Statwise, he has decent HP, great strength, poor magic, amazing speed and skill, middling luck and defense, and great resistance. In his inventory, he comes with aSpy's Yumi andBeaststone+. For weapon ranks,Birthright gives him the highest overall, with C staves for access to many useful staves, and A bows to use all bows and yumi except the S ranks ones. OnConquest, he starts at level 2 in Chapter 17, but only if the player does not kill him in the previous chapter to obtain a pair ofBoots, one of the best stat boosters in the game. He is slightly reduced in all stats, and has aKiller Bow andMend staff in his inventory. He is reduced on weapon ranks as well, only having a D in staves and a C in bows. OnRevelation, he has the same lineup asBirthright, but has aSteel Bow andMend staff in his inventory, and his previous A bows is instead B. On all routes, his growths are the same, being that all of them are awful except speed and resistance. His personal skill,Highwayman, inflicts -3 in both strength and speed if the foe Shura is attacking cannot attack back. Also on all routes, he hasOutlaw's skills, the usefulLocktouch, and the amazingMovement +1. On all routes exceptConquest, he starts with Adventurer's first skill ofLucky 7, gives him a hit and avoid boost for the first seven turns of the map. At a level 15 Adventurer, he getsPass, which in combination with a high amount of movement, can make Shura an incredibly mobile fighter.
Shura can stay in Adventurer and perform well, but he will want skills from other classes as a way to make him even better. Starting with the other promotion of Outlaw, beingBow Knight. This class increases his HP, strength, skill, and luck growths, but reduces his magic, speed, and resistance growths. The first skill ofRally Skill is useful for when his combat gets worse, and his best option is to be a support unit, and the second skill ofShurikenbreaker is amazing for giving a massive fifty hit and avoid against shurikens/daggers. The first main reclass option is theNinja class tree. He already has Locktouch, but he can only getPoison Strike from its promoted classes. As an ability, Poison Strike is okay for when Shura's strength is lacking enough that he only deals chip damage, and then after combat, the skill activates and non-lethally chips again. For the first promoted class,Master Ninja increases HP, skill, and defense growths, and only reduces the magic growth. For this classes main skills,Lethality is an unreliable skill made worse with Shura's skill growth not being particularly high, meaning he is mostly going to be stuck with the same proc rate for a while, andShurikenfaire is great to deal some extra damage with shurikens being more weak. For the other promotion choice,Mechanist increases his HP, strength, skill, luck, and defense growths, but reduces magic, speed, and resistance growths. For skills,Golembane will only have niche uses when the map has a large amount ofAutomaton,Stoneborn, and other Mechanists. The other skill ofReplicate is very useful to get extra attacks in, but can have the downside of an increased risk of dying due to the mechanic where, if one gets damaged, the other does too.
TheFighter class line is also great to get skills from, but not so much the Fighter class, as he gets that classes skills in the promoted classes. The first promoted class ofBerserker increases his HP, strength, and skill growths, and reduces his magic, speed, and resistance growths.Rally Strength is one of the best rally skills, andAxefaire is great for extra damage with axes, but only if he is in a class that can use axes.Hero is the other promotion, and it increases growths in HP, strength, skill, luck, and defense, but reduces growths in magic, speed, and resistance. The first skillSol is an okay skill that has a decent proc rate, andAxebreaker is another great skill for a boost of fifty to hit and avoid when fighting axes/clubs.
As a side note, Shura is best to not be used as a father toKana due to having awful growths, and there being much better options out there.
