Izumo (Japanese:イズモIzumo) is an independent country located near the southeastern coast ofHoshido. Its ruler is the ArchdukeIzana. According toAzura, it is known as the "kingdom of the gods". It remains neutral during the war betweenNohr andHoshido. Due to a neutrality pact, they do not allow fighting of any kind within their borders.
