Frozen Sea (Japanese:凍てつく海Frozen Sea) is the twelfth chapter of theRevelation campaign inFire Emblem Fates. In this chapter,Corrin and their army find their ship suddenly frozen byIce Tribalists accompanied byCamilla, all out for Corrin's blood onGaron's orders. The battle's aftermath starts to see the mingling together ofHoshidans andNohrians that Corrin sought out uponopting tonot take a side.

Aboard a ship at sea,Corrin states that the army arrived at the port just in time to catch this ship, after whichSakura suggest Corrin rest up after the constant fighting they've been in recently, to which Corrin agrees;Felicia/Jakob tell Corrin that the captain states that the voyage is going well and that they should reach their destination port the following day. Corrin notices the sky growing darker and the boat starting to rock more than normal, to which Felicia/Jakob states that a storm is brewing and that they should get below decks before the rain picks up; the ship shakes violently, spooking Corrin and causing Felicia/Jakob to notice that the ship has lurched to a halt, to which Corrin asks if they'd ran into something and that they should take a look.
Upon noticing that the sea has frozen solid, Corrin asks what is going on, with Felicia/Jakob noting that the scene looks like the dead of winter, then noticesCamilla flying toward the scene. Camilla states that she's glad to see Corrin unharmed, and that she's wanted to see them ever since theirconfrontation withXander. Corrin tries to start speaking, but Camilla tells them that they needs to stop thinking of Camilla as their sister, as it will be easier for them to fight one another if they don't cling to sentimentality; Corrin asks Camilla if she can't see that they are trying to do something good for bothHoshido andNohr, to which Camilla states she hears Corrin's words but that Garon has ordered her to put Corrin to death--and that she can't disobey a direct order from Garon, and that she has no choice ever since Corrin betrayed Nohr. Corrin states that they haven't betrayed anybody, but Camilla callsFlora onto the scene, with snow starting to fall upon Flora arriving; Flora states that she greatly cared for Corrin back at the Northern Fortress, but she'll show them no mercy and that she won't allow any harm to come to Camilla. Felicia/Jakob asks Flora what she's doing and then asks if she's the one who froze the oceans; Flora confirms their statement and reveals that Garon commanded theIce Tribe to eliminate Corrin lest the entire tribe be sentenced to death themselves and states that she can't listen to Felicia/Jakob's words and that nothing they say will change her mind. Corrin tells them it's no use trying to reason with her and that they'll have to fight back or else they're done for. Camilla states that all she can do for Corrin now is to kill them with her own hands, then asks Corrin to come to her so she can hear their last words and that she'll remember them forever;preparations take place at this point.
Once preparations are finished,Azura states that the enemy can use the frozen sea to reach them but they can't reach the ice, then reveals that there areDragon Veins on the ocean floor and that they'll need to wait until the ocean currents aren't obscuring them, telling Corrin to be patient; the battle begins at this point. At the start of turn 6 player phase, the stage's Dragon Veins appear, to which Azura states that she believes the currents have slowed and that they should be able to use the Dragon Veins on the ocean's floor at that point.
Once the battle ends, Camilla begs Corrin to kill her, to which Corrin,Selena andBeruka all try to talk Camilla out of that decision; Camilla tells Selena and Beruka that they'd be executed if they were to return to Garon in this situation and that she'd rather die at Corrin's hands so that their face would be the last thing she sees. Corrin asks Camilla if she's willing to surrender her life to them to which Camilla confirms, after which Corrin declares that Camilla is joining their cause, much to her surprise and promptingTakumi to protest; Corrin tells Takumi they wouldn't kill Camilla despite Takumi's feelings toward Nohr, and that she fought against them only because Garon demanded it--and now she's safe from him. Corrin then reminds Takumi about theirmutual enemy; Camilla asks about their mutual enemy, to which Corrin states they can't do so in this area, states that they wish they could talk about it in this area, but then states that they're fighting to bring an end to the war and looking for a path they can follow that doesn't destroy either Nohr or Hoshido, and that they can do it together. Flora asks Corrin if theirYato glowed, after which Camilla notices Corrin's look as being one where they had made up their mind and states that she'll join Corrin's cause; after Corrin thanks Camilla, Selena states that she and Beruka are also joining Corrin's group, as wherever a liege goes, the retainers follow. Corrin asks Flora if she'll join their cause as well, to which Flora states she can't abandon the Ice Tribe as there are still too many of them in danger, herfather included and is unable to join them. Corrin asks Flora if it will be dangerous for her to return home. Flora states that she told the rest of the Ice Tribe to go into hiding just in case, and that she'll join them and lay low until Corrin can end the war. Corrin and Flora then talk about the Yato, then about Izana's message; after Flora and the rest of the Ice Tribe leaves the scene, Corrin and Camilla continue catching up with one another, with Sakura, Takumi and Azura revealed to be listening in at one point. Upon Camilla noticing Azura and stating that she remembers her, Camilla reveals that Nohrian nobility treated her andher mother quite badly, even as far as Camilla's mother and even Xander's mother, QueenKaterina, telling them not to talk to Azura, and the same was extended toLeo after he was born; Camilla states that she, Xander and Leo always wished they could have spent time with Azura like real siblings and that they never forgot about her. As Camilla, Sakura and Takumi start building trust, Corrin states that they still have a long way to go until their goal; Corrin then notices the ice starting to melt, and that they should get the ships moving again towardCheve.
Summary
The group departs for Nohrian-occupied Cheve, seeking Ryoma. They secure a ferry to carry them across the sea but encounter a familiar, unexpected enemy.

Strategy

One-turn clear
This chapter can easily be one-turned as the boss,Flora starts close enough to the top-right ship that a flier can rush in and defeat her on turn 1. This would entail on skipping out on the rest of the map's loot, but aThunder and aMaster Seal aren't particularly important at this point in the game. As the map is otherwise slow to play and contains many dangerous enemies, this can be an enticing prospect.
Actually pulling off the one-turn clear can take a bit of effort, however, as Flora has 20 Speed and considerable bulk. However, with some tricking-out,Reina can ORKO her with her base stats and a load of buffs.
With her base stats andDarting Blow, Reina already doubles Flora without issue. She also has 26 attack with anIron Yumi, leaving her 9 points of attack away from an ORKO. Pairing anOni Savage (i.e.Rinkah) into Reina gets her to 30 attack, and aStrength Tonic brings it to 32. Buy a 2nd Iron Yumi out of the armory and forge it onto the Iron Yumi thatTakumi joins with to make an Iron Yumi +1 for 2 extra Might, for a total attack of 34; cook a +1 Str meal in theMess Hall to complete the 35 attack necessary for an ORKO.
Unfortunately, while Reina does have the firepower she needs, her accuracy is on the low side, and going in as-is, she will only have 65 displayed hit against Flora, meaning she only has a 51.85% chance to land both shots afterTrue Hit calculations. This necessitates that she receive as many accuracy-boosting buffs as she can get to improve her reliability.Inspiring Song provides +5 hit (due to both of Reina's Skill and Luck bases being even), aSkill Tonic provides +3 hit, aLuck Tonic provides +2 hit andSakura'sRally Luck provides +4 hit. Totaled together, this raises Reina's displayed hit to 84, for a 87.33% chance of success; much better than before and high enough to be worth attempting. Total gold expenditure is 1450G, although due to the general usefulness of Iron weapons, the 1k invested into the Iron Yumi +1 will continue to pay dividends for the rest of the campaign.
Another way to pull the ORKO off with even higher reliability is to use aBrass Yumi +2 instead of an Iron Yumi +1, as the former has even higher accuracy. The difference is +12 displayed hit, raising Reina's post-buff displayed hit up to 96, and post-True Hit chance of success to 98.37%, which is very reliable. However, as the player gets no copies of Brass Yumi without theLottery Shop, this entails spending 2000G on 4 Brass Yumis and forging them together, for a net increase in expenditures of 1000G (for a total of 2450G spent). Forged Brass/Bronze weapons are generally still good however, especially as it can be easily handed off to any unit who newly acquires Bow/Yumi access on promotion, and the +10Ddg helps with fighting crit-prone enemies likeSorcerers.
Conventional
Playing this map normally is generally risky business, as unpromoted enemies have 18 in their base attacking stats, making them hit like trucks. Your units also have restricted movement until theDragon Veins come online on turn 6. To that end, it is best to avoid splitting the party by making sure all 12 of your units are paired into each other on the two left boats; you can separate on turn 1 if desired.
The initial waves are composed of enemyFighters,Outlaws andDark Mages, all of whom suffer reduced movement from the Icy Sea terrain that your units cannot enter. This forcibly staggers them, making it possible to lure them out one by one.Takumi can lure out enemy Outlaws and take a large chunk out of their HP, allowing weaker units to clean up next turn.Kaze can ORKO enemy Dark Mages if he reaches 23 attack and 18 Speed; the Speed usually isn't an issue as his base is (functionally) 14 and his growth is 85%, averaging enough Speed after 5 levels; he gets enough damage from just his base stats via a RinkahPair Up, a +1 forge on theIron Shuriken, and a Strength Tonic.Corrin can use theDragonstone to take meaty chunks of HP out of enemy Fighters by targeting their low Resistance; magically-oriented Corrins who attain 20 Magic or magic damage outside of the Dragonstone itself will OHKO enemy Fighters. Reina meanwhile doubles everything and is a useful panic-button who can ORKO or cripple enemies without much assistance. Outside of these high-performing units, other units can contribute by getting intoTag Team to provide chip damage, or by being pair-up backpacks to further improve the stats of the mainstays.
Starting turn 3, the reinforcements will begin spawning, with 2 Fighters from the northeastern ship and a Dark Mage and an Outlaw from the southwestern ship. These reinforcements alternate their spawn positions (so the next wave will have Fighters in the southwest and Dark Mage + Outlaw from the northeast), and repeat until turn 30 at 3-turn intervals (5-turn intervals after turn 15). These reinforcements are more annoying than deadly, but they can be a bit of a problem as they'll hit you from both sides once you start advancing towards the boss ship. It's best to clear the southern ship first for the Master Seal then turn around and push through to the boss.
The southern ship contains the minibossesSelena andBeruka, neither of which are threats; Selena only has 18 Attack and is thus more or less is incapable of killing any half-decent unit, and Beruka is easily doubled with her 9 Speed. The actual threat is instead the enemyBerserker with aHand Axe, who has 31 Attack which can one-shot squishies. Fortunately, his crit rate and capacity to double is neutered andGamble is strictly detrimental on him, so strong units should handle him just fine.
By this point, the first real threat rolls in as a Berserker with anIron Axe approaches. Unlike the guy crippled by his Hand Axe, this Berserker is fully capable of doubling and critting your units, and should not be taken lightly. Thanks to his stats and skills, he has 25 Crit, meaning that even when in Pair Up and armed with a Bronze weapon, your unit will still need 20 Lck to completely negate the crit rate. This means that you need to have Sakura around to provide Rally Luck in order to melee him safely, something that should only be done by strong units as a minimum of 14 Speed is necessary to not be doubled. Bringing him down will also require multiple units working together as the Berserker has 43 HP and 16 Def; if using physical damage, haveOboro first chuck aJavelin at him to safely applySeal Defense.
Once you cross the ice bridge and approach the boss ship,Camilla awaits with her attack range covering part of the bridge. Fortuantely, despite her high stats, she has a crippling weakness in having brought a Hand Axe with her; this means she can be easily beaten by just luring her out with Takumi, as the Hand Axe stops her from doubling.
The last obstacles before the boss, Flora, are two Sorcerers and one more Berserker. One of the Sorcerers hasFire and is for all intents and purposes, a beefier Dark Mage with 1 extra point of Spd and damage. The other Sorcerer has Thunder, meaning he can crit you; fortunately, it's only 8 crit total, so entering Pair-up should be sufficient to fight him safely. Lure the second Berserker with a properlyDdg-stacked unit, and Flora will be within reach.
At this point, you may be considering defeating Flora to end the map, but if you've made it this far, you may as well milk the chapter for what it's worth and kill the prepromotes on the ship for EXP; there are two more Berserkers and three more Sorcerers on the left side, and you'll also have to contend with the reinforcements, which at this point should have slowed down. As long as you don't let your guard down, the EXP should be yours.
Flora isn't the biggest threat as herSteel Dagger gives her a -3 penalty to her ability to double you, and her single-hit damage is very survivable. However, if you do not ORKO her, which is usually the case, then you must beware of her personal skill,Icy Blood, which will make your ranged attackers take half the damage they deal to her (unless the blow reduces her to 0 HP); this workseven if Flora initiates combat, so if you aren't defeating her outright this can cause your ranged attacker to kill themselves if you're not careful. Use strong melee fighters to avoid Icy Blood, and only commit to ranged attacks if you can finish her off in one hit.
Trivia
- Despite the generic enemies being labeled "Tribalist" in their unit names, the entire enemy force is designated "Nohr Army" in their faction count, as opposed to splitting the enemy force into two factions; had the force been split, the initial distribution would have consisted of24 Tribalists and3 Nohr Army.
- Completion of this chapter enables the firstRevelation-specificsupport pairings to be obtained, as this chapter is the first to allow recruitment of characters with wide support slates not playable inBirthright.
