Cecilia (Japanese:セシリアSecilia) is theMage General ofEtruria in the era of theDisturbance of Bern, succeeding the title from LordPent^{[citation needed]} of Reglay following his retirement. A teacher and mentor toRoy andLilina during their studies inOstia, she alone of the three Etrurian generals escaped from the coup d'état of the Revolutionaries and led a resistance against the traitorsRoartz andArcardo, later allying with Roy to liberate Etruria and beyond.

Fire Emblem: The Binding Blade

Role

Cecilia is the host of the Tutorial, which depicts one of her classes in Ostia teachingRoy,Lilina andWolt the basics ofFire Emblem series combat gameplay through a mock battle.

FollowingRoy's recapture ofOstia fromLegance, Cecilia andPerceval arrived there in response to an earlier request by Roy for Etrurian assistance and protection in Ostia;^[3] there, they confrontedNarcian and his forces, who were attempting to threaten Roy into surrendering Ostia, and drove them away. Afterward, Cecilia and her army took over the defense of Ostia from future Bern aggression, and Roy leftGuinivere with Cecilia while he was deployed to the Western Isles.

WhenRoartz andArcardo initiated their coup d'état, Cecilia was the only Etrurian general to escape their grasp and avoid being cowed into their service, taking Guinivere with her. She founded the Loyalists, a resistance faction, and successfully led them in fighting the Revolutionaries across Etruria, until the combined efforts of the Etrurian generals serving the Revolutionaries and theirBernese allies drove Cecilia out of Etruria and cornered her in a castle inMissur.^[4] She and the surviving Loyalists successfully defended against a joint Bern/Revolutionaries siege for a time, until KingZephiel himself arrived and effortlessly defeated her, seizing the castle and leaving it inNarcian's care.

Following her defeat, Cecilia was imprisoned within the castle on Narcian's orders, his intent being to avenge his "humiliation" in Ostia at her hands. In the prison, her wounds were healed by fellow captiveSophia, who told her ofArcadia and that she knew Roy would be coming to help them. When Roy recaptured the castle from Bern, Cecilia introduced him to Sophia and the two joined his army, travelling first toNabata to defeat the Bern forces hunting for Arcadia.

Analysis

Base level performance

Cecilia joins as a level 1Valkyrie in Chapter 14 ofThe Binding Blade and makes a poor first impression. Not only is her mounted movement severely handicapped by the desert terrain, but her base stats are poor for a promoted unit. None of them are terrible, but they are mediocre overall, making Cecilia seem underwhelming at first glance. Not only that – enemy status staff users in the chapter will prioritize targeting her. Status staff targeting inThe Binding Blade depends on the deployment order – units last on the list tend to get targeted first. Cecilia will always be the last unit since she joins during the chapter.

That said, Cecilia's first impression is far worse than her actual performance. Despite her mediocre stats, she has many positive traits and can contribute without any investment. Most importantly, she is a mounted unit with 8 movement. This trait only hinders her in the chapter she joins; in every other future chapter, having 8 movement andCanto is amazing. The only other high-movement healer inThe Binding Blade isClarine, who joins earlier. Still, Clarine will only have 7 movement before promotion, giving Cecilia an advantage. Cecilia also has significantly better bulk than Clarine. 37 physical bulk (30 HP + 7 defense) and 43 magical bulk (30 HP + 13 resistance) are enough to survive at least one hit and usually two hits. Cecilia's 10 speed is not great, but it allows her to avoid getting doubled by many enemies in the short term; in the long term, her 25% growth is not enough to save her from being doubled by physical enemies, who will likely kill her. Considering this, Cecilia is a great frontline healer – she can keep up with the other units there, and while her combat is poor, she can at least take a hit or two. Being a mounted unit also allows her to rescue-drop other units, further increasing Cecilia's utility.

Cecilia's magic is not remarkably high, but she still restores 21 HP with aHeal staff and 31 HP with aMend staff without any investment or level-ups. These values are usually enough to help another unit survive. Her base C-rank in staves is also sufficient to useBarrier andRestore staves. While the player may have other staff users with C-rank staves or higher when Cecilia joins, Clarine is the only one mounted. Cecilia also requires no investment to reach C-rank staves and 8 movement, unlike Clarine. Having several competent staff users is a good thing.

Cecilia's combat should not be underestimated, either. While her offensive stats are subpar, she still has an A-rank in anima magic, granting her perpetual 1-2 range. She also hits on resistance, the lower defensive stat for most enemies, increasing her damage output. Thanks to her high anima rank, she can useAircalibur andBolting tomes. The former lets her deal large chunks of damage to enemy fliers, particularlyWyvern Riders andWyvern Lords. The latter is useful as a long-range chip damage option. However, Cecilia's accuracy with it leaves something to be desired.

It should be noted that the ability to whittle down foes is especially useful in Hard Mode. The enemies there are durable and require more than one unit's attacks to kill. Cecilia can help with that. Since she can keep up with the frontline, it is easy for the player to make Cecilia contribute.

In some cases, enemies who can attack Cecilia may attack another unit instead, simply because she can counter at 1-2 range. The mere fact Cecilia uses magic can deter enemies from attacking her, making her safer to use.

Long-term performance and options

Cecilia's base performance is already quite good, but there are some ways to improve her. Her staff rank can be raised to B quite easily if she is used full-time, though it will take a while. Upon reaching B-rank in staves, Cecilia can use thePhysic staff, letting her heal allies from afar. This makes positioning her even easier. She also gains the ability to use status staves, likeSleep andBerserk, as well as theRescue staff, magnifying her utility. The player could even get Cecilia to A-rank staves, thus giving her access toWarp, though this will take 100 staff uses to achieve. While Cecilia is not the best Warp user in the game, she is certainly not the worst, and having multiple Warp users is good.

If the player is willing to grind supports, they can also help Cecilia a lot. She has the excellent Anima affinity, granting her attack, defense, avoidance, and crit avoidance bonuses. Her best support partner isPerceval, who joins soon after she does and shares movement with her, making it easier to build the support between them. It gives Cecilia a full avoid bonus, improving her survivability. Another good partner isDouglas, since he gives her full avoid and defense, and he also joins soon after she does. However, supporting Douglas is more difficult because Cecilia is much more mobile than he is. This will make it harder for either of them to benefit from the bonuses in practice.

Brief summary

Overall, while Cecilia makes a terrible first impression on most players, she is a solid unit with a lot of uses. Her class and base weapon ranks alone make her an excellent utility unit, and she can even contribute with chip damage. Her survivability is good enough to avoid dying in one or two hits, and her speed is good enough to avoid doubling by all but the fastest foes. Considering all this, Cecilia is a great support unit and worth using in every chapter after joining.

There are three different variations of Cecilia available inHeroes.

Personality

As a teacher, Cecilia is a believer in the importance of talent in learning magic, and so refrained from teaching Roy magic on the grounds that his lack of talent for it compared to Lilina would cause him distress when his efforts to keep up yielded no results.^[5] She is persistent and stubborn, particularly when someone is attempting to deceive her, as with her attempts to convinceElffin to stop lying about his true identity;^[6] her insistence on explanations from him was observed by Elffin as being "intimidating".^[7] She tends to put too much focus on the individual battles and sometimes fails to see the broader picture, such as forgetting that keeping a slower pace on the battlefield is to the detriment of helping those in need further down the line.^[8]

Cecilia was specifically nominated byPent for the Mage General post following his retirement, but when she first took over the role she had to contend with sexism in the army, as many of her competitors and subordinates doubted her aptitude for the role solely based on her gender. In response to this mistreatment, she spent all of her spare time studying in a bid to prove her worth to those who doubted her, and eventually won everyone's trust and support.^[9]

Short: Worked to rebuild Etruria.

Long: Cecilia returned home and helped rebuild Etruria. Her calm judgment and leadership played a major role in directing Etruria to prosperity once again. Her hard work earned her the title of the "Maiden of Etruria" after her death.
