Céline is a useful unit in the early game due to her ability to use tomes. She is a great user of Celica for a few chapters due to her good base magic, thoughCitrinne's high base magic means that Céline's only advantage as a Celica user from chapter 8 onward is her built-up bond rank.
In the long term, Céline has both magic and speed issues, which is problematic as it is much easier to fix one mediocre stat than to fix multiple ones at a time. Engage is also not low on good magic users, withIvy andPandreo in particular making her at best the third best mage without significant favoritism or grinding. Céline's most standout stat is her high luck, which allows her to useDivine Pulse to make her a reliable user of status staves, and as such she is a better support unit than a combat unit. She is a good user of Byleth for this reason, both for the luck boost and getting Divine Pulse for free. She also makes good use of Corrin for Mystical Dragon Vein and Draconic Hex utility, and Micaiah for Augment and at high bond levels A rank staves.
Céline has access to the uniqueVidame class, which functions similarly toSage, being a Mystical class with B staves and A tomes (Sage has S tomes but the only S tome comes very late and is niche). Note that while Vidame has generally better stats than Sage, Céline's low personal bases mean that her stats are generally lower than those of other Sages (for example, Sage Clanne at the same level will have leads in every stat aside from Luck and strength). While Vidame has sword access, in practice this is rarely helpful as investing in strength and magic requires more work than just magic with little payoff outside of the occasional enemy with high resistance. Vidame getsIgnis at level 5, but at best this is an unreliable way for her to reach the offensive thresholds many other magic users can hit naturally, and does not help her poor combat stats.
Her personal skill,Gentle Flower, buffs healing items used in a two tile radius. This is a decent ability in the early chapters for Vulnerary healing, however, later on staff healing becomes more common and as a result Gentle Flower stops being useful. Even early on, the small radius can hurt its practicality, andPhysic makes this an even bigger issue when the player gets it.

Joyous Royal Céline
Céline dedicated her life to peace in the kingdom of Firene. This sometimes meant taking the unpopular position of punishing those who disturbed order.
Her favorite tea became known as a tea of blessings in Firene. Legend had it that those who drank the tea would find joy.
Divine Dragon Alear & Joyous Royal Céline
Alear became the new Divine Dragon Monarch. His/Her bonds with the rulers of each nation resulted in lasting peace.
Céline's political work involved passing harsh judgements, but her gentle heart persisted. She cherished the time she spent drinking tea with Alear.
