He was the Mayor of Ponce from 1989 - 2004. "Churumba", a nickname he was given in reference to his height - is a Puerto Rican name for small spinning tops. He was also known as the Greatest Lion, in reference to the city's nickname of The Lion City of Ponce. From 1960 until 1964 he studied at the Catholic University, where he obtained a bachelor's degree in Arts, majoring in Political Science, Economy and Social Science. He was a very charismatic politician and an avid sports fan.
"Churumba" is survived by his wife, Atty. Madeleine Velasco; twin daughters,28, Solange Marie and, Maria Bianca and her husband Fernando Arevalo; siblings, Mickey, Chin, Tita and Mary.∼Alcalde del Municipio Autonomo de Ponce por el PPD desde 1984 hasta su muerte en el 2004.
Causa de muerte: Derrame Cerebral.
