Military Figure, Mayor of Dallas, Texas. He gained recognition during the American Civil War as a Confederate Brigadier General. He was an 1850 United States Military Academy graduate and joined the United States Army as a second lieutenant with the 7th U.S. Infantry. He rose up the ranks steadily yet he resigned his commission as captain to join the Confederate Army. In the beginning of the American Civil War in July of 1861, he served as Major and Chief Quartermaster to General P.G.T. Beauregard during the First Battle of Bull Run. Afterwards, he served on the staff of General Joseph E. Johnson and credited with helping these two officers design the Confederate Battle Flag. He was promoted to Brigadier General, PACS in January of 1863. He commanded infantry in the Western and Trans-Mississippi theaters. He was wound in battle twice. He was captured in October of 1864 and released in August of 1865 after the war at Fort Warren in Massachusetts. After the war, he was an engineer in Arkansas. He studied law and was admitted to the Arkansas bar in 1868 before beginning his law practice. In 1872, he relocated to Texas to work in insurance yet entered politics. He was a delegate to the Democratic national conventions of 1876, 1884, and 1892. He served three two-year terms as Mayor of Dallas, Texas from 1874 to 1876, 1877 to 1879, and 1883 to 1885. One of his grandsons was the mayor of Dallas when US President John F. Kennedy was assassinated there. During his tenure as mayor, he expanded rail access to the city, established sewer and electrical services, started a program of paving streets, and presided over a period of rapid growth. Later, he became involved with the railroads, serving as vice president. In 1885, he was appointed as U.S. Marshal and served in that capacity for four years. He converted to Roman Catholicism. In July 22, 1856, he married Harriet A. Rector in Fort Smith, Arkansas and the couple had seven children.
