Served as mayor of Oil City, PA, 1911-1915.

James, of Oil City, Pa. was born in West Hickory, Pa., he was educated at the local schools, Edinboro Normal and Allegheny College, and was graduated from the Medical Dept. of the University of Michigan, at Ann Arbor, "Class of 83" he was president of his class and is now president of the Alumni Association.
His medical practice was commenced in West Hickory and at Tidioute, later he removed to Tionesta and in 1896 settled at Oil City, Clarion Co. and has since carried on a large and successful practice; in 1915 he was given a degree from the Allegheny College as a tribute to his successful career.
He is a member of the AMA, the Venango Co. Medical Ass. and the Oil City Medical Club; in 1890 he was offered the nomination for the United States house of representatives, but declined; in 1911 he was elected mayor of Oil City and served four years, and introduced many city reforms, is actively engaged in the production of oil and has successfully operated several leases.
James graduated in 1883 from the medical department of the University of Michigan, being president of his class. In 1896 he located at Oil City, Pa., where he now resides. While a general practitioner, his services are largely given to the surgical branch of medicine. He is a member of the County, State and American Medical Societies. James is listed on the Roster of Venango Co. Physicians Nov. 1, 1918.

Olean Democrat (Olean, N.Y.): April 7, 1892: Dr. Leslie Keeley, the founder of the famous bi-chloride of gold cure for drunkenness at Dwight, Illinois, has established a branch institute for the treatment of the liquor, morphine, and tobacco habits, and neurasthenia under the charge of Dr, J. B. Siggins, at Tionesta, Forest County, Pa. on the river division of the W.N.Y. & P. railroad. The institute opened for the reception of patients March 21, and already has a number of patients. The dichloride of gold cure is no longer an experiment, it has become an assured fact that drunkenness and the other terrible inflictions mentioned, are diseases, and can be cured by a regular course of treatment, the same as other diseases. Anyone in the vicinity desiring to obtain information in regard to the treatment can do so by addressing the Kelley Institute, box 76, Tionesta, Pa.

Oil City Derrick: Mon. Aug. 15, 1921; Dr. Siggins honored by Surgeons' Society he was elected a member of the college of American Surgeons. His election is a very high honor.
Oil City Derrick: Tues; July 23, 1929: J.B. Siggins, Surgeon & Physician is dead; Illness following accident proves fatal to well-known man: Dr. James Buchanan Siggins age 72, prominent surgeon of Oil City, died at his home 926 West First St., Oil City, at 8:30 O'clock last night (22nd). He was a former mayor of Oil City. On September 1, 1928 Dr. Siggins fell on the YMCA steps while returning to his office after attending a Rotary Club dinner. He suffered a severe injury to the right knee which was followed by a general breakdown in his health. Siggins continued to minister to his patents for two weeks, but his condition became such that he was forced to give up active practice. Dr. Siggin was of a charitable disposition and was called upon to perform a great amount of work without compensation. A number of propionate hospitals attempted to help Dr. Siggins with his injury but all failed.
Oil City Derrick: Thur. Sept. 12, 1929: Siggins home on West First Street eight rooms, breakfast room, two bathrooms, cemented cellar, laundry room, furnace, and large lot with shrubbery. Two stall garage, owner leaving city. J.R. Gates & Sons Co. Real Estate.
