U.S. Congressman. Named after his grandfather, U.S. Congressman Thomas Settle, he attended Georgetown College, studied law, was admitted to the bar in 1885, and commenced practicing law at Wentworth, North Carolina. He served as solicitor of the North Carolina Ninth Judicial District (1886 to 1894). In 1893, he was elected as a Republican to the Fifty-third and Fifty-fourth Congresses, serving until 1897. An unsuccessful candidate for reelection, he resumed practicing law. He was appointed by the Department of Justice as special attorney to the U.S. Court of Customs in New York City (1909 to 1910). Retiring from politics, he practiced law until his death.
