U.S. Congressman. After graduating from Wesleyan University in 1943, he served in the European and Pacific Theaters as a 1st Lieutenant in the U.S. Army during World War II. After the war, he graduated from St. John's Law School in 1949, was admitted to the bar, and practiced law in Norwalk, Connecticut. He was the prosecuting attorney of the Norwalk City Court (1951 to 1955) and corporation counsel for the City of Norwalk (1959 to 1960). He was also a member of the Connecticut State Senate (1956 to 1960) and chairman of the Connecticut Commission on Corporation Law in 1959. In 1961, he was elected as a Republican to the Eighty-seventh and Eighty-eighth Congresses, serving until 1965. An unsuccessful candidate for reelection, he served as the general counsel of the U.S. Equal Employment Opportunity Commission (1975 to 1978). After leaving the general counsel, he resumed the practice of law until his death.
