US Congressman. He was born one of four children (he also had two brothers and a sister) to United States Representative Origen Storrs Seymour and his wife Lucy Morris Woodruff Seymour in Litchfield, Connecticut, on August 30, 1832. He was educated locally and in public schools before attending and graduating from the prestigious Yale College (later Yale University) in New Haven, Connecticut, in 1853. Following his education, he studied law and was admitted to the bar in 1856. He opened up a law practice in Litchfield, Connecticut, and Bridgeport, Connecticut. He then decided to enter politics and he served as a Member of the Connecticut State House of Representatives from Litchfield, Connecticut, from 1859 to 1860, in 1870, and again in 1871. During this time he married Mary Floyd Tallmadge in New York on May 12, 1864, and the couple would have two daughters together. He then decided to run for a seat in the United States Congress and was elected. A Member of the Democratic Party, he served Connecticut's 4th District (Forty-Eighth Congress and Forty-Ninth Congress) in the United States House of Representatives from March 4, 1883, to March 3, 1887. After his term in the United States Congress expired he was succeeded in office by United States Representative Miles Tobey Granger on March 4, 1887. After leaving the United States Congress he resumed his practice of law. He also served as a Member of the Connecticut State Senate representing the 15th District in 1876, and as a Justice of the Connecticut State Supreme Court from 1889 to 1892. A lifelong Episcopalian, he also had numerous relatives who were famous politicians in there own right and whom he was related to including his brother Morris Woodruff Seymour, he was the nephew of George Catlin Woodruff and Lewis Bartholomew Woodruff (1809-1875), he was the grandson of Morris Woodruff, and grandnephew of Horatio Seymour (1778-1857) and Henry Seymour, he was the great-grandson of Moses Seymour, he was the first cousin once removed of Horatio Seymour (1810-1886) and George Seymour, he was the second cousin of Joseph Battell and Horatio Seymour, Jr., he was the second cousin once removed of McNeil Seymour and Henry William Seymour, he was the second cousin thrice removed of Thomas Seymour, he was the second cousin four times removed of William Pitkin, he was the third cousin of Norman Alexander Seymour, he was the third cousin once removed of Hezekiah Cook Seymour, he was the third cousin thrice removed of Josiah Cowles and Daniel Pitkin, he was the fourth cousin of Silas Seymour, William Chapman Williston and Augustus Sherrill Seymour, and he was the fourth cousin once removed of David Lowrey Seymour, Thomas Henry Seymour and Orlo Erland Wadhams. His father-in-law was United States Representative Frederick Augustus Tallmadge who represented New York's 5th District from 1847 to 1849. He passed away from an acute brain fever (or cerebral meningitis) at his home in Litchfield, Connecticut, on October 16, 1892, at the age of 60, and was buried in the East Cemetery in that city. His wife Mary passed away on May 21, 1917, three days before her 86th birthday and she was buried with her husband.
