Alabama Governor. He graduated from Mercer University in 1876 and also received a law degree from the University of Alabama. In 1879, he bought theUnion Springs Heraldand was owner-editor of the Eufaula Alabama Times. He also served on the board and was superintendent of education for the Eufaula City Schools. Entering politics, he was elected to the Alabama State Senate in 1898 and served as President of the Alabama State Senate (1900 to 1901). Alabama did not have an office of Lieutenant Governor, when Governor William J. Samford became ill, Jelks as President of Senate became acting Alabama Governor, to the office June 11, 1901. When Governor Samford died, Jerks, as a Democrat, was elected in 1902 as the 32nd Alabama Governor, serving until 1907. During his administration, the 1901 Alabama Constitution was ratified, which established the term of office of governor as four years and reinstated the office of lieutenant governor. The State Textbook Commission was formed, the Alabama Power Company was organized, the State Railroad Commission was reformed, and the state capitol was expanded and renovated. After leaving office, he organized and was president of the Protective Life Insurance Company.
