U.S. Congressman. He was one of 14 children of Juan Jose Hernandez and Manuela De Los Reyes Hernandes Cardenas. He engaged in general merchandising and stock raising in New Mexico (1880 to 1889) and was ex officio recorder of deeds for Rio Arriba County (1900 to 1904). He was Sheriff of Rio Arriba County (1904 to 1906), county treasurer and ex officio collector of taxes (1908 to 1912), and receiver of the land office at Sante Fe, New Mexico (1912 to 1913). In 1915, he was the first Hispanic American from New Mexico elected as a Republican to the Sixty-fourth Congress, serving until 1917, and he was reelected to the Sixty-sixth Congress (1919 to 1921). Not a candidate for re-election, he was appointed collector of internal revenue for the district of New Mexico by President Harding (1921 to 1933) and was a member of the Selective Service Board (1940 to 1947). After leaving politics, he retired to California until his death.
