US Congressman. Born in Baton Rouge, Louisiana, during World War I he served as a Private in the 6th Field Artillery, 1st Division, US Army, (1918-19). After the war, he graduated from the Louisiana State University Law Center in 1923, admitted to the bar and began a law practice in Shreveport, Louisiana. He served as United States Commissioner, (1925-35). In 1937, he was elected as a Democrat to the Seventy-fifth Congress and to the next twelve succeeding Congresses, serving until his death. At the time of his death, he was also chairman of the House Science and Astronautics Committee. He died of a heart attack at age 63 in Bethesda Naval Hospital Maryland.
