Son of Henry Chandler Bowen (1813-1896) and Lucy Maria Tappan (1825-1863).

"Bowen, Herbert Wolcott: Diplomat. Admitted to the bar, 1881; in practice, New York, 1884-90; consul, 1890-95; consul general 1895-99;, Barcelona, Spain; minister and consul-general, Teheran, Persia, 1899-1901; Envoy Exraordinary and Minister Plenipotentiary to Venezuela, 1901-05.
Born Feb. 29, 1856, Brooklyn, N. Y., son of Henry Chandler and Lucy M. (Tappan) Bowen. Educated at Brooklyn Poly. and in Europe; member class 1878, Yale (hon. M.A., 1903), LL.B., Columbia, cum laude, 1881."

"HERBERT W. BOWEN, DIPLOMAT, BURIED
Former Minister to Persia and Venezuela Was of Old Heights Family.
Woodstock, May 31. - Private funeral services were held today for Herbert Wolcott Bowen, 71, former Minister to Persia and Venezuela, who died of heart disease here Sunday.
Mr. Bowen was born in Brooklyn on Feb. 29, 1856. His father was Henry Chandler Bowen, found of the Journal of Commerce, to whose home on Brooklyn Heights there came a host of literary, political and social celebrities. The late Presidents Rutherford B. Hays and Benjamin Harrison were guests of the Bowens in Woodstock.
Mr. Bowen left the diplomatic service in 1905. He had represented the United States as consul -general in Barcelona in 1893, and was the last American official to leave Spain before the Spanish- American War, facing a hostile mob in the streets. Later he was appointed minister to Persia, serving in that capacity for two years. As Minister to Venezuela in 1902, Mr. Bowen was in charge of American interests during the Venezuelan claim crisis between that country, Germany, Great Britain and Italy.
Mr. Bowen received his early education in Europe. He entered Yale in 1874 and in his senior year was one of the founders of the Yale Daily News, the oldest college paper in the country. He was a classmate of Chief Justice Taft. Two years after graduation Mr. Bowen entered Columbia Law School and his classmate was former President Roosevelt.
He leaved his wife, who was Carolyn Mae Clegg, of Galveston, Tex., and whom he married in 1902; a brother, Clarence Winthrop Bowen, former publisher and proprietor of the Independent, and three sister, Mrs. Grace Bowen Hardy, wife of Arthur Sherburne Hardy, former Minister to Spain; Mrs. Alice Bowen Richardson, wife of the late Prof. Rufus B. Richardson of the American School of Archeology at Athens, and Mrs. George C. Holt, wife of a former Federal judge and mother of Hamilton Holt, president of Rollins College, Florida."
