Eldest son of William and Eliza (Lightbody) McGinnis, born in Ireland, and the family came to the US in 1865. William spelled his name McGinnis, but the 1870 census spelled it Maginnis, and the 1900 census spelled it McGinnies. William's sons Joseph and Samuel spelled their name McGinnies.

In the 1880 US census, Joseph is boarding with a family in Chautauqua Co, NY, and working as an apothecary apprentice. By the 1900 US census, Joseph is a druggist living in Ripley, NY, is married to Anna, and has one child, daughter Clara b Dec 1894 (d 1943, married Park Johnson).

∼New York State Assemblyman. McGinnies was born in Ireland in 1861 and emigrated to Ripley with his family in 1864. He served on the Chautauqua County Board of Supervisors from 1896 to 1905. He was also a past director of the Chautauqua and Erie County Grape Grower's Association for a number of years.

In 1916 he began his nearly twenty year service as Chautauqua County's representative in the New York State Assembly, and he served as Speaker of this body from 1925 to 1934. McGinnies was a delegate to the Republican National Conventions of 1928 and 1932 and later was named as a delegate to the New York State Constitutional Convention of 1938. He died in Ripley in 1945 and was listed as being a member of the Presbyterian Church of Ripley.
