US Congressman. He was educated in Lancaster County and worked as a schoolteacher before becoming a farmer in the Lancaster County town of New Providence. Strohm became active in politics as an Anti-Mason, serving in the Pennsylvania House of Representatives from 1831 to 1833. In 1834 he was elected to the Pennsylvania Senate, serving until 1842, and presiding as Speaker in his final term. By now a Whig, Strohm was elected to the US House of Representatives in 1844 and served two terms, 1845 to 1849. While serving in the House he was one of several Whig Congressmen who resided and ate together at Mrs. Spriggs's boarding house, including Abraham Lincoln. After leaving Congress Strohm returned to farming, was an officer of the Lancaster County Agricultural Society, worked as a surveyor, and served as a New Providence Justice of the Peace. In 1851 he was the unsuccessful Whig nominee for state Canal Commissioner, and he was a Delegate to the 1852 Whig national convention. Strohm became a Republican after the Whig party's demise, and was a Delegate to the 1869 Republican state convention.
