George Clinton Jr. was born on June 6, 1771, in New York City, New York, the son of James Clinton and Mary DeWitt Clinton. He was raised in a prominent New York family closely connected to the political and military leadership of the Revolutionary era. His father served as a general during the American Revolutionary War, and his extended family included influential public figures, most notably his uncle George Clinton and his brother DeWitt Clinton.


Clinton was educated in New York and graduated from Columbia College in 1793. He studied law and was admitted to the bar, establishing a legal practice in New York City. In addition to his work as an attorney, he was involved in agricultural and business pursuits and took part in early infrastructure development projects, including service as an incorporator of the Newburgh and Cochecton Turnpike Company.


He became active in politics as a member of the Democratic Republican Party and was associated with Tammany Hall during its early period, serving as one of its sachems. In 1801, he was a delegate to the New York State Constitutional Convention. He served in the New York State Assembly from 1804 to 1805 and was later elected to the United States House of Representatives, first to fill a vacancy and then for a full term. He represented New York in Congress from February 14, 1805, until March 3, 1809. During his congressional service, he aligned with those who opposed the presidential nomination of James Madison in 1808.


In 1801, Clinton married Hannah Franklin Clinton. The couple had three children.


George Clinton Jr. died on September 16, 1809, at the age of thirty eight in New York City. He was buried at Saint Peters Episcopal Churchyard in Westchester Square, Bronx County, New York.
