U.S. Congressman. He attended Norwich Academy and with the advent of the Civil War, he served as a Private in Company B, 19th New York Volunteers and as brigade clerk, 1st Brigade, 1st Division, 19th Army Corps, Union Army. After the war, he studied law, was admitted to the bar in 1867 and practiced law in Norwich, New York. He was a member of the board of education of Norwich Academy, chairman of the Republican county committee of Chenango County and a member of the Republican State committee, in 1880. In 1883, he was elected as a Republican to the Forty-eighth Congress, serving until 1885. He was again elected to the Fifty-second Congress and to the next five succeeding Congresses, serving from 1891 to 1902. He resigned from Congress to accept the U.S. judgeship for the northern district of New York, in 1902 and served until his death.
