When the Indian Territory was first opened for settlement, Donaghey became wealthy as a railroad contractor, working from 1899 to 1903. As a Democratic governor, he strove to improve public health, education, roads, and railways. During his tenure, the Booneville T.B. Sanitarium was created, agricultural schools were developed into Arkansas Tech, Arkansas State, Southern State and the University of Arkansas at Monticello. He is remembered for his direct or indirect efforts in improving the state's education system. After leaving the governor's office, he served as president of the Board of Control of State Charitable Institutions, from 1922 to 1926. In 1929, he transferred ownership of the Donaghey Building, plus the Federal Bank and Trust Building in Little Rock Arkansas, to Little Rock Junior College. On September 20, 1883, he married Louvenia Wallace from South Carolina. They had no children. He had a sudden heart attack on December 13, 1937 and never regained consciousness, dying two days later.
