| The Advisory Board of theN3F, and of other proposedorganizations, was the most powerful unit in theadministration, passing on nearly all actions and suggestions. Members voted for five candidates, the one with the highest vote becomingchairman. In theory -- officiallactivity often keeping this purely theoretical -- the chairman sent outcarbon-copied bulletins, received comments and votes from the other board members, and then issued a new bulletin summarizing these and adding new matters. It has been suggested in some organizations that the board elect all the otherofficers. |
