This encyclopedia iswritten in English. Sometimes an article is published here in another language by mistake, or is poorly translated into English from one of theapproximately 300 Wikipedias in other languages, and requires retranslation or attention from bilingual editors to bring it up to English Wikipedia standards.
Articles in poorly translated English should be listed here. Several templates are available to tag articles needing translation, such as{{Rough translation}} and{{Proofreader needed}}. Besides tagging the page, these templates also display instructions on how to list the article here.
Articles not in English may be listed here to see if they can be translated before they are listed atWikipedia:Articles for deletion. Template{{Not English}} is available to tag the article. If someone speaks the language the article is written in and can affirm that it is not worth translating, the item should be listed atAfD or tagged with{{prod}}. If a non-English article has been listed here for two weeks and is still untranslated, it should be removed from Wikipedia following one of the processes laid out in ourdeletion policy.

There are two main ways you can help this project:
Find pages that need translation or proofreading, and add them to the list on this page. See#Standard procedures below for how to do this.
Find a page that is already in the list (see#Translated pages that could still use some cleanup) and help translate it. Or, pick a random article that needs cleanup which has been translated from one of these languages, and fix that article:

Listing a page here
Most pages get listed here bysubst'ing a{{Needtrans}} template, following the instructions given at any one of several translation-related templates that are added to the article page. Many of the templates found atWikipedia:Template messages/Translation propose adding the corresponding article here.See sectionTranslation template usage below for details of the templates available for use on the main article page.
Other ways to find articles for inclusion on this page are:
If the article is a mere copy of (all or part of) an article in another language's Wikipedia, it can just be tagged with{{db-foreign}} to get added toWikipedia:Candidates for speedy deletion: we want to discourage people who cut articles from one Wikipedia and paste to another without translating. You can leave a message on the contributing user's talk-page in their own language, using the templates fromWP:PNT/Templates for user talk pages or using{{UE}}; this will point them to the appropriate Wikipedia in the language they used.
Replacement and restoration
Sometimes, legitimate articles are replaced by content in other languages. In this case, the last English-language version should be restored from the history.
In addition, you may leave a message on the user's talk-page as indicated above.
Notification
When listing a page here, you might want to find theWikipedia:Embassy,Ambassador, orWikipedia:Local embassy member of the Wikipedia that relates to the language the article is in and invite them to move the page to their own Wikipedia. If you don't even know what language the article is in you could useLanguage recognition chart, and if that fails, somelanguage identification web site, such asXerox orWhat Language Is This? to find out. If you have come here from another Wikipedia, please note on this page what you think should be done with the article.
Articles that are not in English are still subject to all other forms ofspeedy deletion should they meet the criteria, and can be nominated for deletion byprod orafd should an editor feel they warrant deletion for a reason other than the language it is in, an article not being in English is not itself a criterion for deletion until the two week period has passed. Also, articles in other languages are still subject toblp prod.
After translation
When a page listed here has been translated, its entry should be removed (or moved tosection Cleanup if the translation needs another pair of eyes).

Not English section
If there is just asection that needs translation:
1. Use the notice{{Not English|NameOfLanguage|section}}, with the word "section" as a second unnamed parameter at the beginning of the non-English content.
2. Add a mention on this page, as above.
3. You may wish to place a note on the talk pages of contributors of non-English material, saying that English Wikipedia is meant for English-language content, inviting them to translate it, and, if appropriate, suggesting the location of the Wikipedia edition for the language in question should they wish to post content in that language.
Cleanup translation
Template{{cleanup translation}} (alias:{{cleanup-translation}}) is availableif the article has been translated, but needs attention from someone approaching dual fluency in both languages:
Template{{Hidden translation}} is availableif the article was translated at an earlier point and contained factual errors, while subsequent edits fixed up the English without fixing the errors of fact. The article now looks good and not "machine-translated" anymore, but the original errors of fact are still there, papered over with a facade of good English.
Template{{rough translation}} is availableif the article has been translated, but it looks to be either a machine translation or by someone who doesn't have a good command of the target language, and needs attention from a translator; more than just copyediting is required.

About an independence bibliography: It was created under the result of apeer review of the main article - A reviewer suggested that the "Published works" (the "主な著作" section in the original article) section should split into an independence list (Most of the page should be split of into a different called, List of works by Sae Kitamura or something similar.). After taking a look on some independence list guidelines (WP:NLIST,WP:LSC,WP:SALAT, andMOS:PURPLIST), I think it can be an independence list withresearchmap source.
I renamed the article because thecommon order for Japanese names on WP is name-surname. However, if the majority of reliable sources use the surname-name order, it is also acceptable to use that instead. I am unsure if this is the case for Dr. Kitamura. The current "translation" is a travesty of bad machine translation, worked over primarily by a human editor who doesn't understand how to do translation, doesn't understand how to look up terms, doesn't understand Japanese at all, cannot read the phonetic parts of Japanese writing, and is wholly unfamiliar with the subject matter.
This user isprolific, and nearly all of their content is generated the same way -- machine-translating articles from non-English Wikipedias, and then badly reworking the result. Various editors, myself included, have attempted to advise them to stop utilizing this deeply flawed process. About the [[Himetataraisuzu-hime]] article itself, I am not sure if this is sufficientlynotable for English-language readers.
About the user, I have followed them for some months, and I am convinced that their editing activities here result in a net negative effect for the Wikipedia corpus: so much is wrong, and so many of their newly-created articles are for niche topics that few other English-language editors will see, and if they see them they may not be able to recognize them as bad, let alone fix them.
I consider this topic notable enough and am mildly interested, but my hands are currently full and I am not the right person for fixing this kind of problem in Japanese translation. The original article,شرکت مدیریت منابع آب ایران, is in Persian. Early versions seem like a translation offa:شرکت مدیریت منابع آب ایران (but I don't see any mention of "IBBI" or "آی بی بی آی" there), but then someone seems to have replaced it with an article about an entirely different company. The original article is in English. A long quotation from Andrea Camilleri has been translated fromthe Italian source with an unreferenced translator. The original website has a Google translate option, but that does not seem adequate for an encyclopedia. The translation used in the article is not the Google translate version.
