TheArbitration Committee is the panel of editors responsible for conducting theWikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to imposesite bans,topic bans, editing restrictions, and other measures needed to maintain our editing environment. Thearbitration policy describes the Committee's roles and responsibilities in greater detail.

In response to your revertshere andhere: based on your other recent edits I now see you think that I'm user 3 Löwi. What I can say on that matter is that I am not. I also don't hop IP ranges, networks or even countries the way that users does. And I do agree that all in all the way that user makes edits is highly problematic, even if their every single edit isn't problematic.
On this specific flag image: yes, the file was not deleted (yet) but to my understanding making an image unused on Wikipedias is a prerequisite to delete a file on the grounds ofc:COM:EDUSE. Also, please note that this image nevertheless is a reupload of previously deleted image, as shown in deletion request. I don't intend to edit war, and I'm up for discussion if truly something was missed in this deletion request and in previous deletion request. So, again, if you truly believe that given image should be used in Wikipedia articles then please provide evidence that it is for a correct flag.
