I think that I know the answer, but maybe a comment atWP:ANI might address what seems to be agood faith misunderstanding that complaints about UCoC violations should be filed with the U4C. There is a case atWP:ANI where the argument is about whether a user should besite banned or onlytopic-banned. One of the supporters of the site ban has cited specific sections in the UCoC that we think were violated. Another editor replied[1] , providing a link togo and file a case, see what they say; you may be correct. Or you may not be.
I replied[2] that it appears that the U4C hears cases when "local processes" have failed, because each community is responsible for enforcing the UCoC, and that the community atWP:ANI is responsible for its own enforcement. It might be helpful, if my interpretation is correct, if you could verify that (as Verifiability Not Truth?), and if my interpretation is incorrect, if you could explain at least to me.
