Redlinks often encourage people to add pages. If the figure is notable, I think its ok to have a link here. If the template is too big, we could make it collapsible, such as the templates (OPEC, WTO) at the end ofEconomy of Angola. In the list of proponents,Haile Selassie I of Ethiopia should technically be under "H", not "S". "Selassie" is not a surname (and in this case, it isn't his father's name, either; seeWikipedia:Manual of Style (Ethiopia-related articles)#Proper names).
