Xenon 124 decay

@Bubba73 andRuslik0: That new article is correct; the decay of124Xe was indeed observed for the first time and is documented in[1] (abstract only for now). @ComplexRational: We should probably also update the tables inPrimordial nuclide andList of nuclides to include124Xe as unstable, too.
