Sort of correct. He did once score 2 in an international match, against Portugal in a friendly in 1950, but the second goal wasn't in a penalty shoot-out - they didn't have them then (and why would it be done in a friendly anyway?). There is a reference to his 'loyalty to his league club, Preston North End' but because in his day the club held a footbaler's registration and Preston refused to release him loyalty had little to do with it.
