There should be a treatise of rights in this article! First and foremost in a land where toll bridges exist, the state does not have full souvereignity, as it is unable to guarantee the freedom of movement for its own citizens, which is one of the most basic constitutional rights. Therefore toll bridges should only exist inSomalia, where a government de facto does not exist.
