This seems unreasonably biased against Haitians and is not supported by citations:
"An election held in October for a constituent assembly to prepare a draft constitutionreflected a lack of public interest in determining the country's political future. The first attempt at elections, in November 1987, ended whensome three dozen voters were killed."
It would seem that if there were politcally motivated killings, then lack of voter turnout would be due to fear of retribution and not widespread apathy as mentioned in the first sentence.
