Rules

Here are the official UEFA regulations. The rules in case of point equality after the group stage are particularly important:

8.05 If two or more teams are equal on points on completion of the group matches, the following criteria are applied to determine the rankings:

a) higher number of points obtained in the matches between the teams in question;
b) superior goal difference in the matches between the teams in question;
c) higher number of goals scored in the matches between the teams in question.

If, after having applied criteria a) to c) to all teams on equal points, two or more teams still have an equal ranking, criteria a) to c) are reapplied to determine the ranking of these teams. If this procedure does not lead to a decision, criteria d) and e) apply.

d) Results of all group matches:
1. superior goal difference
2. higher number of goals scored
e) Position in the UEFA Under-21 coefficient ranking used for the final draw (see Annex I).

8.06If two teams which have the same number of points and the same number of goals scored and conceded play their last group match against each other and are still equal at the end of that match, their final rankings are determined by kicks from the penalty mark (Article 16), provided that no other team within the group has the same number of points on completion of all group matches. Should more than two teams have the same number of points, the criteria listed under paragraph 8.05 a) to e) will apply. This procedure is only necessary if a ranking of the teams is required to determine the teams qualified for the semi-finals. --Lukati (talk)22:29, 6 June 2013 (UTC)[reply]
