On January 19, 2018, it was announced thatFox had given the production a pilot order. The pilot episode was written byJoshua Safran who was also set to executive produce alongside Megan Ellison and Sue Naegle. Ali Krug was set as a co-executive producer. Production companies involved with the pilot were expected to includeAnnapurna Television.[4] On February 8, 2018, it was reported thatJesse Peretz would direct the pilot.[5]
On May 11, 2018, Safran announced onTwitter that Fox had passed on the pilot and declined to order the production to series.[6][7] Later that month, it was confirmed that the production was being shopped to other potential outlets.[8] On July 2, 2018, it was announced thatNetflix had given the production a straight-to-series order for a first season consisting of ten episodes. It was also reported that Ali Krug would now serve as an executive producer and that20th Century Fox Television andFox 21 Television Studios were now serving as additional production companies for the series.[3] On January 31, 2020, it was announced that the series was canceled after one season.[2]
In February 2018, it was announced thatMadeleine Stowe andCallie Hernandez had joined the pilot's main cast.[9][10] In March 2018, it was reported thatMegan Ferguson,Jenna Dewan,Raúl Castillo had also joined the main cast of the pilot.[11][12][13] Alongside the announcement of the series order in May 2018, it was reported that Castillo's role would be recast.[3] On December 13, 2018, it was announced thatPaul James had been cast to replace Castillo.[14]
