Constituency of the National Assembly of France
The 4th constituency of theSeine-Maritime (French :Quatrième circonscription de la Seine-Maritime ) is a French legislativeconstituency in the Seine-Maritimedépartement MP using thetwo-round system , with a run-off if no candidate receives over 50% of the vote in the first round.
The 4th Constituency of theSeine-Maritime covers some southern suburbs ofRouen the largest of which beingLe Grand-Quevilly . The seat also includes the town ofElbeuf which is separated from the city by the now much reduced ancientForest of Rouvray .
Between its creation in its current form in 1988 until 2017 the seat was a bastion of the centre leftSocialist Party . It returned former Prime Minister, President of the National Assembly and Foreign MinisterLaurent Fabius at every election between 1988 and 2007.
At the 2017 election thePS incumbentGuillaume Bachelay trailed in third place behind both theLa République En Marche! andNational Front candidates.[ 3]
