Sanjay Mitra (born 6 May 1959) is a retired 1982 batchIndian Administrative Service officer ofWest Bengal cadre. He served asDefence Secretary of India, and prior to that asUnion Road Transport and Highways Secretary, and theChief Secretary ofWest Bengal. Mitra also served—on an acting basis—as the chairperson of theDefence Research and Development Organisation for a period of three months.
Mitra holdsBachelor of Science andMaster of Science degrees in physics,[3][4] apostgraduate degree ineconomics,[3][4] and aMaster of Public Administration inpublic administration from theJohn F. Kennedy School of Government atHarvard University.[3][4]
Mitra has served in various positions for both theGovernment of India and theGovernment of West Bengal,[3][4] such as theChief Secretary of West Bengal,Principal Secretary (Health and Family Welfare), chairman and managing director of theGrid Corporation of Odisha, chairperson and managing director of the Orissa Thermal Power Corporation (on deputation toOdisha cadre), Resident Commissioner of West Bengal and as thedistrict magistrate and collector of theNorth 24 Parganas district in theWest Bengal government,[3][4] and as theUnion Road Transport Secretary,joint secretary in thePrime Minister's Office and as a deputy secretary in theMinistry of Rural Development in theIndian government.[3][4]
Mitra also served as a consultant to theUnited Nations Development Programme.[3]
Mitra was appointed theChief Secretary ofWest Bengal by theChief Minister of West Bengal in September 2012.[3][5][6][7] He assumed the office of thechief secretary of the state on 30 September 2012 and demitted it on 27 December 2015, after being the state's topbureaucrat for three years.[3]

Mitra was appointed theUnion Road Transport and Highways Secretary by theAppointments Committee of the Cabinet (ACC) in December 2015,[3][8][9] he assumed the office on 1 January 2016 and demitted it on 10 May 2017.[3]
Mitra was appointed theUnion Defence Secretary by the ACC in May 2017,[3][10][11][12] succeeding G. Mohan Kumar. Mitra served as an officer on special duty, in the rank ofsecretary, till Kumar's retirement, he formally took charge on 25 May 2017.[3][4]
Mitra retired on 23 August 2019, and was succeeded byAjay Kumar.[13][14]
After retiring from the IAS, Mitra became a professor of practice at the School of Public Policy atIndian Institute of Technology, Delhi.[15]
