Ricardo Adolfo de la Guardia Arango (14 March 1899 – 29 December 1969) was the 11thPresident of Panama from 9 October 1941 to 15 June 1945, duringWorld War II.[1][2] He also served as governor ofPanamá Province from 1936 to 1938. His government was the first Latin American government to declare war on theAxis powers following the attack onPearl Harbor, and he allowed the United States to lease military bases across the country.
