Rajiv Mehrishi (born on 8 August 1955) is a retiredIAS officer of the 1978 batch belonging to theRajasthan cadre who served as the 13thComptroller and Auditor General of India (C&AG) and Vice Chairman of theUnited Nations Panel of External Auditors.[1]

Prior to this he also served as theHome Secretary,Finance Secretary andEconomic Affairs Secretary of India.[2][3][4][5][6][7]He also served as the Chief Secretary,Government of Rajasthan.[8][9] He was awarded thePadma Bhushan, India's third highest civilian award, in 2022 by the Indian Government in the Civil Service.[10] More recently he wrote a book, India 2022.[11]

Personal life

He is married to Mira (née Sahni) also an officer of theIAS, now retired. His brother-in-law is lieutenant generalAnoop Malhotra.[12] He has three sons, Tarun (married to Aastha Jain), Tushar, and Abhinav (Vishakha Mehta). One son lives inBangalore, one inMumbai, and the other in the United States. He has the unique hobby of making pickles with his very own recipes and it is available under the brand name 'Pickley—Taste of Dada'.[13]

Education

Rajiv Mehrishi holds a degree inbusiness administration fromStrathclyde Business School,Glasgow.[14][15][16] His earlier degrees ofBA (History) andMA (History) were from theSt. Stephen's College.[14][15][16]

As an IAS officer

Apart from being theHome Secretary ofIndia, Rajiv Mehrishi has served in various key posts in bothUnion andRajasthan governments, such asChief Secretary ofRajasthan, Principal Resident Commissioner of Rajasthan,Principal Secretary (Finance), Chairman ofIndira Gandhi Nahar Board andDistrict Magistrate and Collector of Bikaner inRajasthan Government,[14][15][16] and as theUnion Finance Secretary,Union Fertilizers Secretary, andUnion Overseas Indian Affairs Secretary, Special Secretary inMinistry of Agriculture andJoint Secretary in theCabinet Secretariat, in theUnion Government.[14][15][17]

Rajiv Mehrishi retired on 30 August 2017.[17][18][19]

Chief Secretary of Rajasthan

Mehrishi was appointed theChief Secretary ofRajasthan by theChief Minister of Rajasthan on 21 December 2013.[8][9][14][15][17]

Finance Secretary

Mehrishi was appointed as theEconomic Affairs Secretary by theAppointments Committee of the Cabinet (ACC). As he was the senior-most Secretary in theMinistry of Finance, he was designated asFinance Secretary.[6][7][14][15][17]

Home Secretary

Rajiv Mehrishi was appointed as theUnion Home Secretary by theAppointments Committee of the Cabinet (ACC) on 31 August 2015.[2][3][4][14][15][17]

As Comptroller and Auditor General of India

Rajiv Mehrishi assumed the office ofComptroller and Auditor General of India (C&AG) on 25 September 2017 and hold the office till 7 August 2020.[17][20][21][22][23] Mehrishi also concurrently became the Vice-Chairman of theUnited Nations Panel of External Auditors.[1]

As an independent director on the board of Jio Financial Services Limited

In July 2023, Rajiv Mehrishi was appointed as an independent director on the board ofJio Financial Services (JFSL), a demerged entity fromReliance Industries Ltd, for a term of five years. The board meeting confirming Mehrishi's appointment was held on July 7, with the official record date being July 20.[24][25][26]
