Qari Hekmatullah (died 5 April 2018) was anUzbek Islamic militant and commander for theIslamic State inAfghanistan. With his main base of operations inDarzab District andQush Tepa District ofJowzjan Province, he extended IS influence intoFaryab Province andSar-e Pol Province.

Biography

Qari Helmat was born inUzbekistan and is sometimes said to be the son ofTohir Yoʻldosh, founder of theIslamic Movement of Uzbekistan.[citation needed]

Hekmat had long been a Taliban commander inJowzjan Province and was their shadow governor forDarzab District.[citation needed]

In Nov 2015, he allegedly accused a woman of adultery and intended to stone her to death, but was prevented. This incident led to him being expelled by theTaliban for "cruel activities".[1]

In October 2016 he joined theIslamic State and commanded at least 200 armed men.[2] He soon moved intoQush Tepa District, defeating localTaliban.[3]

In 2017 the governor of Sar-e-Pul province said Hekmat was increasing recruitment there.[4]

Death

Helmat was killed in aUnited States airstrike in theKhawaja Arab village ofBilchiragh District ofFaryab Province on 5 April 2018.[5][6]
