The officialtitlepresident of the council of state, orchairman of the council of state is used to describe the presiding member of acouncil of state. In many countries with a justice system based on FrenchNapoleonic law, the council of state serves as thesupreme administrative court. It is also used for thehead of state ofNorth Korea, and formerly used to describe the head of the state inCuba and of the formercommunist states in theDemocratic Republic of Germany,Poland,Romania,Bulgaria,Cambodia andVietnam.
