Phumelela Municipality (Zulu:UMasipala wase Phumelela;Sotho:Masepala wa Phumelela) is alocal municipality within theThabo Mofutsanyane District Municipality, in theFree State province ofSouth Africa.Phumelela means "to succeed" inisiZulu.[4]

The municipal council consists of sixteen members elected bymixed-member proportional representation. Eight councillors are elected byfirst-past-the-post voting in eightwards, while the remaining eight are chosen fromparty lists so that the total number of party representatives is proportional to the number of votes received. In the2021 South African municipal elections theAfrican National Congress (ANC) won a reduced majority of eleven seats on the council.
