He was born to Kattamuthu Ocha Thevar and Sevenamal on 4 April 1923 inPappapatti village, nearUsilampatti,Madurai district, India. He participated in many activities as a student leader. Later, he formed theKallar educational trust and took several steps designed for the upliftment of all backward classes community in southernTamil Nadu.He worked for the upliftment of downtrodden people and the vulnerable groups
Later, he joinedForward Bloc, an Indian National Political Party, formed bySubhas Chandra Bose, under the guidance ofPasumpon Muthuramalinga Thevar.[citation needed]
He was elected for thePeriakulam Assembly constituency in 1952–57 as a Forward Bloc candidate. He also served as aMember of the Legislative Assembly inUsilampatti for four terms (1957–62, 1962–67, 1967–71, 1977–79).
In 1971 he matched the achievement ofU. Muthuramalinga Thevar in winning bothAssembly[1] andParliament[2] elections simultaneously. His parliamentary constituency was that ofRamanathapuram district and his period of office as an MP ran from 1971 to 1977.
He was elected to theTamil Nadu legislative assembly fromUsilampatti constituency as an Independent candidate in1957 election, and as aForward Bloc candidate in1962,1967,1971 and1977 elections.[3][4][5][6][7]
