Anonline illicit drug vendor is anonline vendor that sellsillicit drugs.[1][2] They are known to sell illicit drugs includingrecreationalpsychoactive drugs andperformance-enhancing drugs (PEDs), among others.[1][3][4] Online illicit drug vendors are known to operate both on thedark web and on theclear web.[1][5][2] They may sell explicitly illegalcontrolled substances or may sell legaldesigner drugs.[5][1][2] Hundreds of online illicit drug vendors are known to exist.[1] They have been described by experts as a concerningly accessible, easy, and inexpensive way of obtaining drugs.[1][3][5][2]
Examples ofillicit drugs that may be sold by online drug vendors includerecreationalpsychoactive drugs likestimulants, depressants, cannabinoids, hallucinogens, andentactogens;controlledpharmaceutical drugs like stimulants andsedatives orhypnotics; andperformance-enhancing drugs (PEDs) likeanabolic steroids andselective androgen receptor modulators (SARMs).[1][3][4] So-called "nootropics" ("cognitive enhancers") may also be sold.[6]
Online vendors often selldesigner drugs, also known as "novel psychoactive substances" (NPS) or "legal highs", which areanalogues ofcontrolled substances that are not yet themselves explicitly controlled and that are legal or exist in a legal grey area.[5][1][7][3][2] An example is the stimulant and entactogenmephedrone (4-MMC), a previously uncontrolled analogue ofmethamphetamine andMDMA (ecstasy) that emerged in the late 2000s and was subsequently banned.[8] The use of designer drugs known asprodrugs is also a notable way by which even otherwise illegal drugs can be sold in a legal manner by online clearnet vendors.[9][10][11] Designer drugs are often sold as "research chemicals" (RCs) and labeled as being "forresearch use only" and "not for human consumption".[1][5] They may alternatively be labeled for other uses such as use as "bath salts" or "plant food".[1][2]
Designer drugs rapidly emerged in the early- to mid-2000s and have dramatically increased over time, with more than 700 novel designer drugs having been encountered by the late 2010s.[5][1] Novel designer drugs can be created and sold very rapidly, and there is an almost infinite number of designer drugs that could be made, which has made them difficult for authorities to legally control.[1][5] Some countries have enacted blanket bans on illicit drug analogues, for instance theUnited States's 1986Federal Analogue Act (FAA).[12][7][5] However, this particular law has been critiqued as unconstitutionally vague, has been difficult to practically enforce, and has been regarded by some as being effectively void.[1][13][14] Moreover, the law is written such that it only applies to compounds explicitly described by sellers as "intended for human consumption", which has provided an easylegal loophole for vendors to circumvent the law simply by avoiding such descriptions.[14] Such limitations have led to calls for this law to be updated and reformed.[15][13][16]
The drugs sold by online illicit drug vendors originate fromclandestine chemistry labs, either based locally or imported from other countries likeChina,India, and theNetherlands.[1] The vendors are unregulated, and the substances in such products often vary widely from labeled quantities.[1][3] They may or may not actually contain the described ingredient in question, or may contain a mixture of substances.[1] Supposedly legal designer drug products may often even contain controlled substances instead.[1]Cryptocurrency payment methods such asbitcoin are frequently used by online illicit drug vendors to facilitate payment transactions.[1]Street drug dealers are sometimes known to purchase illicit drugs online and then resell them at a higher price to customers in-person.[1]Law enforcement andgovernment agencies are well-known to actively monitor and raid online drug vendors.[1][5]
A notable large online market of illicit drug vendors was thedarknet marketSilk Road, which was created and operated byRoss Ulbricht (Dread Pirate Roberts) in 2011 and was shut down by law enforcement in 2013.[2][17][18][19]Shimsai (Akasha Song or Joseph Clements) was a major vendor of thepsychedelic drugdimethyltryptamine (DMT) on subsequent darknet markets such asAlphaBay,Hansa, andDream Market who operated from 2015 to 2022 before being apprehended by law enforcement.[20]Lizard Labs was a developer and vendor of legal designer drugs such asLSDprodrugs like1P-LSD and1V-LSD that operated on the clear web from 2012 to 2024 before shutting down due to increasing legal pressure.[9][21][22][23][24]
As more and more people look to improve their health, well-being, and performance, what part will NPS play in the growing market in enhancement drugs (Evans-Brown et al. 2009; Savulescu et al. 2011)? These drugs include the so-called nootropics (not all of which are psychoactive) that are often sold under the guise of "dietary supplements" – adrafinil – to "boost concentration, wakefulness, and focus," while phenibut and tianeptine are sold to "brighten mood, increase confidence, and reduce anxiety" (Owen et al. 2016; Dempsey et al. 2017; Samuels et al. 2017; Bakota et al. 2018; Marraffa et al. 2018). Typically such substances are blind spots for early warning systems (Griffiths et al. 2013).
