TheNational Assembly is thelower chamber ofNamibia'sbicameralParliament. Its laws must be approved by theNational Council, theupper house. Since 2014, it has a total of 104 members. 96 members are directly elected through a system ofclosed listproportional representation and serve five-year terms.[2] Eight additional members are appointed by thePresident. Since March 2025,SWAPO memberSaara Kuugongelwa has been theSpeaker of the National Assembly.[3]

Namibia's National Assembly emerged onIndependence Day on 21 March 1990 from theConstituent Assembly of Namibia, following the elections of November 1989. That election, under guidelines established by theUnited Nations, includedforeign observers in an effort to ensure afree and fair election process. The current National Assembly was formed followingelections on 27 November 2024.

Despite being aone party dominant state since its independence in 1990, Namibian elections have been transparent, free, and largely fair.[3][4]
